History

In 1999, the Luxembourg government presented its reform project concerning the Electronic Media Act, set in 1991. The aim of this reform was to simplify the regulatory framework, the structures and the procedures of broadcasting.

In order to complete the reform, the Minister of Communication asked the CNP to contribute towards a proposal for the reform project. He asked the CNP to do a critical analysis of its own work, its experiences, its own perspectives and of the penalty guidelines, set by the Electronic Media Act. In order to reply fully to this request the CNP took inspiration from existing legislation in neighbouring countries.
